A change in the flow of alternating current through the inductor creates a changing magnetic field, which in turn creates, or induces, a changing voltage in the wire, retarding the current flow. This causes the fluorescent light fixtures to buzz.

Remove the humming fluorescent light from its fixture. Check to make sure the contacts are clean. If necessary, gently sand the prongs. Wipe away any residue.
The prongs located at the end of the lamp should be straightened properly. For this, it is better to use pair of pliers. Having straightened them fit it into the fixture. Avail the electricity to the fixture.
In case, you are not freed of the humming problem, test if, the screws that hold the ballast are tight or not. If not, just tighten them using a screwdriver. Even if the buzzing do not stops, just replace the ballast as there are chances that the ballast has totally gone. After replacing the ballast, check again if the tube light has stopped humming.
